character set on Gallery and videos

i have a weird problem. i changed the character set to hebrew (windows-1255)
all pages works beautifuly but two still require character encoding command on the browser and gives me rubbish
gallery.php
videos.php
i am digging into the fils trying to figure out whats wrong but i can't find anything different,
the header with the categories comes up garbaged

You need to convert in ANSI.  :)

can you be a bit more specific ?
you mean to upload these two as ansi ?
or to convert... what ?
the template is the same template why does these two fail to show the character encoding ?

1. Open the file in Notepad
2. Select "File" == "Save As"
3. Select Encoding "ANSI".

another question that you can evidently help me with.
hebrew is written from right to left
when i get to the editor it has the option to justify to the right but when i post its justified to the left. the image i placed in the right is positioned in the left

what do i need to do ?
